How do I stop an Outbox transmission that has begun 2 days ago?

Outlook 2003. I have an email stuck in my outbox possibly due to attachment
size. I can't delete it because "the transmission has already been started."
That was days ago. It is bogging down my email system. Can anyone tell me
how to get it off of there? I've tried everything, but because it thinks it
is in active transmission - nothing has worked.
 
Create a new .pst file and make it your default. Close and reopen Outlook.
Delete the mail from the Outbox.

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

I have the same problem and would like to try this fix.

How and where do I create the new .pst file please.
