how do I shorten the leader dots on a TOC

I am finding at the fourth level the page numbers are being pushed off the
page edge on my TOC

I'd start by checking the tab settings defined for your TOC4 style. The
leader extent should be limited by a right-aligned tab at the same position
as the tab in TOC1 through TOC3.
