How do I set up Read & Delivery Receipts in Outlook 2003?

Have lost my email Read & Delivery Receipts after recent update. Help menu
path "Tools/Options/Email Options/Tracking Options/Select Read Receipt" is
incorrect. There is no "Email Options" under "Options".

Mine is under the Preferences Tab in Outlook 2003. It's a button located next
to the Junk Email button.
