I would like to have the ability of sharing my external hard drive with for
example my brother. He is on a separate computer on the same network. But, I
have never connected to his computer. I have however succefully gotten a web
page to succefully pull up on my mothers computer that I was hosting on my
computer. I know there is a way to allow my brother to connect to my external
hard drive, download files from it or upload files to it. So how do I do
that? What do I have to set up on my end, and what do I have to set up on
his? Thanks a bunch.

On your computer, open My Computer, right-click the external hard
drive, click "Sharing and Security", specify a share name for the
drive, and share it.

To allow your brother to upload files to the drive, put a check mark
in the box "Allow network users to change my files". If you do that,
he'll also be able to delete files from the drive. Any files that he
deletes using his computer won't go into the Recycle Bin on either
computer -- they'll be permanently deleted.

On his end, he should be able to see your shared drive in My Network
Places. If it doesn't appear there, he can access it by typing its
name in the Start | Run box in this format, where "computer" is your
computer's name, and "share" is the share name that you assigned to
the drive.

\\computer\share
