How do I set up musical stationery to play - picture but no sound

I downloaded customized musical stationery, but the music does not play.
What do I need to do to set up my new computer to play the musical
stationery?
 
Are you using Outlook? What version? Newer versions will likely not play the
music due to security restrictions.
