How do I set up an employee training system

I would like to use Outlook to send out new and revised procedures and track
employee training to them using each reply as an acknowledgement that the
employee has read and self trained to the procedure. How is the best way to
accomplish this need?

Use software/program designed for this purpose. Outlook is not. Outlook has
no way to "measure" if the employee has actually taken the training, only
that the message has been read, IF the person decides to allow the receipt
to go out.
