I am trying to built a database that can generate reports telling me when
training is needed, what training, and who should be trained. In this same
database I am also trying to put in info for tracking program discrepencies,
recommendations, and corrective actions but I keep hitting a wall. Noone in
my office is proficient in using access and I am lost and confused.

You need some training or a self-help book. No-one can be expected to be
productive in Access without this - unless you have weeks to 'fool around'
with it and learn by trial and error - not a very efficient method

Depending on your responsibilities in your office, it may be well worth
your money to get someone to design this for you. What you describe is a
fairly complex database. A person proficient in Access would find it fairly
easy while someone inexperienced could spend hours and hours and still not
have a properly designed data base. Sometimes it just makes sense to pay.

just my 2 cents
