How do I set up a template for labels?

I am having trouble setting up blank labels. Please help! I have followed
the steps correctly: Tools>Letters and Mailings>Envelopes and Labels>Labels
Tab>Options>Selected desired product number>New Document (when I select this
option, it just gives me a blank document).

From the Tables menu, select Show Gridlines. Labels are just tables with
fixed cell dimensions.

The "blank" document actually contains a table whose borders are turned off.
To see it, click Table > Show Gridlines.
