How do I set up a meeting to be repeated to certain e-mail addresses on the
second Tuesday of the month?

Do you want the e-mails sent each time or just when you create the event?
 
The meeting is set up for on-going on the second Tuesday of each month, the
e-mail is to simply remind each participant to come
