How do I set up a password with Windows XP?

If I want to prevent people from walking into my room and using my
computer, I should have a password screen come up. How is this done in
Windows XP?

Windows key + L

Enter your password to get back to the desktop.
 
I tried hitting the Windows key, and I got a start-menu. Do I choose
something that starts with "L" from this menu?
 
Windows key + L means "press the Windows key and the L key at the same

I did that, and it worked. Now I'm reading the HELP on passwords and
user accounts, and I'm still not clear on something. I have a
stand-alone computer, which is not attached to a network. If I set a
password on the administrator account, does that mean that nobody else
can use my computer?
Or can someone create a different account?
