How Do I Set Up a Logon Password?

I need to secure the files on my computer (running XP). I want to configure
Windows such that it will demand a password during boot-up. I've seen, in
Control Panel how to set up passwords for users and other seemingly specific
passwords but I can't tell if any of them are the PW dialogue that I'm
looking for.

The screen I'm looking requires Ctl+Alt+Del which then invokes a
username-password box.

How do I set this up?

Control Panel > Users Accounts > Change the way Users log on and
off...., Turn off the Welcome Screen and Fast User Switching.

In addition to Bruce's post what you want is essentially the same as
assigning a password to an account and using the Welcome screen. There is a
bit more security in the login box, if you don't have it display the name of
the last person who logged in. Also you can make it so that the user has to
press ctrl-alt-del to get the login box.

I believe this setting is available from Start | Run | control
userpasswords2 | Ok.
