Currently Outlook 2003 makes a sound when an email is received.
Where do I get the software so that plays a voice telling that a new message
has arrived instead of the musical sound.

Change the "New Mail Notification" sound in Control Panel>Sounds, Speech,
and Audio Devices>Sounds and Audio Devices>Sounds to play the voice clip of
your choice. One of my kids liked this one:
