How do I write a formula to change the color of the results?

Example:

If a cell is feeding back 0 – 100%, and I want 90 – 100% in green, 80 – 89%
in blue and less than 79% in red.
 
Thank you for your answer, however I do not understand the conditional
formating and how it will change depending on the cell results. Will you
please tell me if htere is a formula I can insert that will change the color
depending on the results.
