How do I set left and right margins in headers and footers in Excel?

You can't. I believe they used to be set at 0.5", but perhaps they use the
same setting as the page left and right margins.
 
hi,
File> page set up> margin tab. fill in the boxes
if you are not sure what to enter in the boxes....
File>print preview. here you can adjust the margins with
the mouse.

You can pad them with spaces to move them in by using Custom Settings.

You cannot move them out from their default position.
