How do I set a default frame for user printing from file print?

Currently, when a user tries to print a page using the menu option File >
Print > Print (button), it automatically prints the last page that was
clicked in which is typically the navigation frame. How can I set it to
default to print the target frame?

The user has to be on the page that they are going to print. You can link the user to printer
friendly version of your page that they can then print.
