how do i set a decimal tab with dash style leaders

Format | Tabs. Set the decimal tab and select leader style 3.

Go to Format, Tabs, (or Format, paragraph, Tabs). Set your decimal tab and
select the leader you want. If you are using a Style, do the same thing
using Modify Style. The exact menus may vary in different versions of Word.
 
Go to Format, Tabs (or Format, paragraph, Tabs). Set your decimal tab and
then select the leader you prefer. Same thing in styles except you start
for the Style menu.
