How do I send a message with a flag color?

I need to know how to send emails that have coloured flags for follow up
(red, amber, green) I can mark them for follow up but cannot set the flag
colour as it is greyed out...any tips would be great!
 
Flags are an Outlook feature for your own use. They won't "send". Yu have
other send options such as importance and Sensitivity.
