How do I save to MPEG2 format?

Ok, so my version of WMM reads the MPEG2 files that my TV Tuner software save
perfectly.

I cut off the ends of the file where the overlap was so I have just the show
I want to record to DVD.

The question is, how do I save it back to MPEG2 format? Or, is there another
selection that will work with Roxio to make a viewable DVD?
