How do I save outlook mail with ext *eml

I cannot open my mail with ext *.msg that I have saved in computer using
outlook 2003 by another computer which just has outlook express

Outlook and Outlook Express are not the same. Use OE to open the message. If
it is a Plain Text essage you can also open it in Notepad or any other
texteditor.

You'll need to save it as txt from outlook or install outlook on that
machine.
