I'm trying to enter WordArt in a Word 2003 document but it keeps coming up as
if it were a picture. I can't rotate it or change the slant or curve to the
ones with such features. Can anyone tell me what I need to do in order to
use it like I could in Word 2000?

When the WordArt is selected, the WordArt toolbar should be visible (if it
isn't, select it from View > Toolbars). Click the Text Wrapping button on
the toolbar and select anything other than In Line with Text (which is the
current setting). Usually you'll want Square or Top and Bottom.

When a graphic is in line with text, it's treated like a character. That
affects where it can be positioned and whether it can be rotated. All the
other wrapping styles place the graphic in the drawing layer, or "floating".
The default wrapping in Word 2000 was always one of the floating ones
(Square, I think). In Word 2003 the out-of-the-box default is In Line, but
you can change that in the Tools > Options > Edit dialog.
