How do I restrict usage on an XP machine

I need to create an image for some PC's that will only run 1 particular program. The
onboard network interface will be disabled. The only other function (aside from running
this program) will be the ability to print to a locally attached printer. I would prefer
not to use the Group Policy editor if possible. There should be no user login required
and access to all the other (except printing) Windows modules need to be unavailable.
Access to safe mode should likewise be disabled. There will need to be an administrator
ID however for maintenance. Any suggestions?
 
That's a good suggestion. I took a look at it and I think it will work. The gui interface
is preferable to the policy editor route. Thanks for the thought!
