How do I restrict outgoing emails to limited addresses?

I am looking for a way to make it so that the only outgoing messages are
going to a certain set of addresses. Basically to limit the use of Outlook to
only send and receive e-mails from a set addresses.
 
possibly you could code. You could also use Exchange Server.
Try one of the Outlook programming groups.
