How do I restore the "Tools, Help and Data" Command

I managed to erase all of the commands except FIle, Edit, View, Insert, &
Format. Every fix I find starts with the "Tools" menu. I don't have a "Tools"
menu.

That was quite a feat, do view>toolbars>customize and click "reset menu and
toolbar usage data"
