how do I restart numbering of endnotes with each chapter?

I inserted page breaks between the chapters, then went to Insert then
Reference then Footnote then Restart Each Section and Apply. But it's not
working--the endnotes stay numbered continuously. Anybody can tell me what
I'm doing wrong?
