How do I reset the default paper quality preference to "draft"?

In my 2005 version of windows I could change the default paper quality. As
of yet, I have been unable to do so with Vista 2007.
 
I assume that you are referring to Office 2007 rather than Windows Vista?
Word Options >Advanced > Print > Draft.
