How do I remove error message ox80042108 for outlook?

my outlook recently stopped allowing to connect to the ISP and gives the
error message in the subject. the ISP says its not them and I can get on the
internet. they say its a microsoft problem. will i have to reinstall
outlook. turning off NAV did not work this time.
