Somehow, I added an item to my Outlook 2003 Menu Bar (next to file, edit,
view, go, tools, help, etc). It is NOT part of a toolbar. Try as I might, I
cannot remove it. Clicking on Tools->Customize->Commands brings up a list of
all of the items EXCEPT my new Newsreader menu item. It's just weird and I
can't figure out how to get rid of it.

Can somebody help me remove it?

If you select Tools | Customize. Go to the toolbars tab. Do a "reset"
button on menu bar. (This will wipe all configurations on the File, Edit,
View, .etc menu bar.)

You can also choose Customize and right click on the toolbar item itself and
delete.
