How do I remove an "end of row" page break?

I am using 'Microsoft Word 97-2003 Document'. Somehow, Word has inserted
something that causes a page break at the end of the first row (indicated by
a row of tiny dots in Normal View, reveal format). So page one has a
one-half inch row with the rest of the page black.

Nothing I have done resolves it. Deleting, cutting, pasting. It just comes
back or the text disappears altogether.

Assuming from your use of the word "row" that you are talking about a table,
make sure that the rest of the table rows are not formatted as "Keep with
