I need to remove all evidence of any changes to a document. I don't want the
recipient to be able to review any of the change history to this document.

Would "accept all changes", save the document and then send it work for you?

Create a new document based on the same template.Make sure that track
changes is turned off. Copy the contents of the old document and paste it
into the new one. Save changes to the new document.

Or print the document as a pdf file (with changes accepted/hidden) and send
the pdf file.
