How do I publish to web in FrontPage 2002 if it's grayed out?

I don't have the option to select Publish Web in FrontPage 2002. It is
completely grayed out.
 
You have to have the web (site) Opened first.

Open FP
File | Open Web
browse to the folder on your local machine (usually in My Webs)...

or if you want to open your site live (online)...you'd enter http://whateveryoursite'snameis

File, Open Web then choose the "web" (should be a folder on your hard drive) that
you want to publish.
