How do I print a page border so it's centered on the page?

I want to create a "certificate" looking page in Word. I go to Format:
Borders and Shading and click the "Page Borders" tab. This looks perfect on
the screen, but when I print it is not centered on the page. I have tried
many different ways to solve this--adjusting border margins, printing to
scale, creating a PDF and printing--I think it has more to do with how the
printer corresponds to what's on your screen. They're not the same. Any input?

What you see in Print Preview is what you should get on paper, although that
may differ a little from what you see in Print Layout View. From what you
describe, it sounds like you may be up against your printer having a minimum
margin setting on one side or another, so make sure that the width of the
border doesn't conflict with thte Border margins (I assume you mean the
setting available when you click the Options button in the Page Border
dialog) and the regular Page margins set in Page Setup.

Also, in Page Setup>Layout, do you have Vertical Alignment set to Center?

Usually this problem occurs when Word is set to a particular page size (say
A4) and the printer is set to another (say letter).

Try changing the page size either on the printer (File--> Print --> click on
the printer properties button and find where the page size is set.

Both should match and only then the alignment will happen. 99% this is your
problem as i face this quite often. Converting into PDF will also not solve
as it uses the same page size.

See if this works.
