How do I place a text underneath a line?

I would like to know how to place a text underneath a blank line.

For example, "I ___________ (verb past tense) my dog today." Where "verb
past tense" is placed under the blank line.

I take it that this will be a printed copy and not an electronic copy for the person to fill in.

Try typing "verb past tense" where the line is, then go to FONT- FORMAT in the menu and choose
Charactor Spacing to lower the text the same number of points and the font size. Then use the
drawing tool bar to make horizontal line over the text.
