How do I PERMANENTLY assign a drive letter to an external hard dri

I can change the drive letter in Vista's Management Console (MMC) but it
onlly changes it temporarily. If I disconnect the device and reboot it will
reassign it the first available letter.

Q: How can I PERMANENTLY assign a drive letter to an external hard drive?
Q2: Are some external drives protected so that it will not permit permanent
letter assignment?

See if the following will help:

Right click Computer and select Manage,
Select Disk Management,
Go to full screen to see all of your drives,
Right click the drive you want to change,
Select - Change drive letter and paths.
Follow the screen prompts,

Sometimes you need to move the CD drive higher in the alphabet to keep it
from interfering with the Hard drive letters.
