How do I password protect a SS & allow it to be viewed by others

I have previously been able to password protect a spreadsheet so that only
however knows the password can make changes to it but others are able to view
it read-only. I now have the 07 version and can't seem to do this. I have
been able to protect it with a password by clicking on the Microsoft Office
Button> Prepare> Encrypt Document but it does not let any one else view it
without the password. Please can someone help me?
 
Office Button, Save As, Excel Workbook, Tools, General Options, Password
to modify.
