How do I partially transmitted email from the outbox?

I had been changing my email accounts in Outlook andI tried sending a test
email. It has remained in my outbox and won't send. I can send other
messages, but that message just remains. I also try deleting it and nothing
happens. It wouldn't be a problem but it prevents Outlook from closing
everytime saying there are unsent messages in the outbox and that has gotten
annoying.

Again the exact message displayed when I try to alter the message is:
Outlook has already begun transmitting this message.
And when I attempt to delete the email, I nothing happens and no messages
come up.
