How do I package an email for others to send?

I am trying to package an email for my boss to send to someone else. If I
save the draft email and then attach it to an email to my boss the "Send"
button on the packaged (attached) email is not active (grayed out).

How do I send a packaged email as an attachment so my boss can open the
attached email and send it?

Hi,
please open a new email,
click on the message you want to attached and move the item with still
pressing the left mouse button into the new mail.

I am having the same problem as "Robert" - I have tried multiple ways of
attaching the original email (with body text and proposed addressees) to a
"packaging" email for my boss. When he opens his email, then the attachment
(my draft) the send button is greyed out/inactive and he is unable to send.
Drag & drop does not work either - same result as attaching an item. Help?!!

I am having the same issue and the answer from Andreas isn't helpful as the
directions attach the draft email. I have drafted an email for my boss to
send. I send it to him, he opens it, and the "send" button is greyed out.
How do I send it to him so that he can have an active "send" button? what do
I need to do? Or is it somehting he needs to do?
I am using Office 2007 - never had this issue with 2003.
