how do I open Outlook data files

Help, I try to open the Outlokk data files to access the full history and all
messages in Outlook but it won't let me........
 
What steps did you follow in what version of Outlook? What error message did
you receive?

Are these PST files? HOW are you trying to open them? WHAT error
message do you get when you try to open them? WHICH version of Windows
and Outlook are you using?
