There are several viewers available that will open a file in read-only
mode, including a free one from MS:

To add/edit, though, you'd need to purchase XL, or use an alternative,
such as the free open source OpenOffice:

In the Microsoft site you can find this little viewer
Excel 97/2000 Viewer
dunno about XP versions though
