How do I open a file on a disc when none of my programs will work.

You might need to give a few more clues than that. What is the file
extension ? You could search the Internet to find out what type of file it
is. Then you need that program to open it.

Secondly..........

NEVER open a file directly from a CD. Copy to HDD first then open from
there.

Saving to or opening from disk directly can/will lead to eventual corruption
of the file.
