..bin files are often binary executables that are used as components by
an application. You need to run the specific application program that
is associated with that particular .bin file.
If you do not know which application program this is then often the
name of the file and/or the folder that it is located in will give you
a clue. Or you can do a google search for references to the complete
file name (e.g. junkfile.bin).

A bin file always comes in combination with a .cue file. Open your burn
software and under File <more than likely> you should see "Burn from an
image file" or something to that affect. Click on that, then browse to
where the cue and bin file are located. The cue file should show. Then
tell it to burn. You are then off and running.
