How do I move the top of a window above the top of the screen?

I want to have the bottom of a window visible at the top of my screen.
How do I move the top of a window past the top of the screen?
Alt-space, M lets me use the arrow keys to position the window where I
want it, but moving the mouse or anything else pops the window back
within the screen border. How do I make it stay where I put it?

Hi Mike,

I can move a window to the right, left, or bottom fine, but not the top.
Looks like you've found a place you can't place them. Maybe because
the title bar has to be showing in some degree.
