how do i merge two word documents

Assuming you don't mean Word's technical sense of "Merge," open one of
them, put the cursor where you want the other one to appear (such as
at the beginning, middle, or end), go to Insert > File, navigate to
the file, and Open it.

Using Word 2007. Under Insert, there is no File option. Where do I find it?
 
Click the arrow next to Insert > Object
