How do I make Outlook my preferred email program instead of MSN E.

When I had Office 2002 on my computer, my specified email was Outlook. Then
I upgraded to Office 2003, and suddenly MSN Explorer launches when I press
the email key. This forces me to look up Outlook each time under "Programs."

How do I reconfigure my machine to have Outlook as my preferred email program?

Sounds like two different questions. The answer to the first is that you
run your smart key control panel applet to choose the aplpication you want
to launch when you press the key.

The answer to the second is, start IE and click Tools>Internet
Options>Programs and select Microsoft Office Outlook in the "E-mail"
drop-down.

The key definitions you have should be controllable via an applet in the
Control Panel.
