How do I mail a webpage, not a hyperlink?

I am trying to help someone with Outlook 2003 send a webpage in an e-mail. I
don't want them to send a hyperlink, but in Outlook Express 2004 which I have
I select Message > New Message Using > Web Page...

Any help would be greatly appreciated.
 
in IE, I use file, send, page by email. if the`default message format is
plain text format, it'll be attached, if it's html it's embedded in the
message body.
