Not every computer has a user account defined which has administrative privileges. The Administrator account will not be shown with the normal bootup once another account is created. So, in those case a way is needed to get to the Administrator account.

I'm confused. When do people need to "log on as
Administrator" this way? Do you mean if I log into my own
account (Administrator account), I'm not actually "logging
on as Administrator"? I can download programs, etc. But,
the one thing I just CANNOT do no matter what I try is get
my Scheduled Tasks to run!

In XP pro you can press Ctrl + Alt + Del twice to get a
login box where you can enter Administrator as the user
and that password. In XP Home you must boot to Safe Mode
to login as Administrator. Administrator is also listed
as an option on Pro in Safe Mode.
