how do I link tasks to each other in outlook 2003

how do I link tasks to each other in outlook 2003? I am trying to have a
relationship so one task can't be completed until its related ones are
complete first. Also to notify me if related tasks assigned to others are not
complete.
 
Use the same category for each set of tasks.
