How do I keep Row #1 from scrolling down with the rest of the pag.

I don't think you can do it in Access directly. This is a database, not a
spreadsheet. Why would you want that in first place?

That sounds like an Excel question.

Sorry. This is the Microsoft Access Database newsgroup. It appears
your question is not related to that database. You are much more likely to
find someone with the answer if you post your question to a newsgroup
devoted to your subject.

However I believe what you are looking for is freezing rows-columns.

Select the row BELOW the rows you want to freeze then select freeze from
the Windows top line menu.
