How do I keep my topmargin when I insert a header?

My problem is, that my title in the top of my document is pushed down when I
insert a header. I want a title to be 1 cm. from the top, but the header
disturb this. What can you do?
 
If the header will not fit in the available 1cm space then of course it will
push the document text down. A possible solution is to insert a graphic or a
text box in the header and set it behind text. The document text will then
write over it.
