how do i install windows on a new hard drive

i have an HP pavilion desktop that only has a cd drive no floppy,
what do i need to do to install windows on this hard drive?
i have tried to just put in the windows disk and let bios do it but after
about 2 mins of installing i just get a bios curser blinkong and thats it.
any suggestions?

Did you set the CD drive to be at the head of the list of devices? This is
a BIOS setting.

Once the CD boots select a clean install....

ok for this answer all i have to say is i have not quite made it to the
selection of clean install it just has the bios curser that blinks for well i
let it go for 20 mins and got nothing

well every thing is already installed i just changed the hard drive moreless
up graded
 
Did you go into the BIOS and make the CDRom drive the first boot device,
save the setting and then exit the BIOS?
