How do I insert video in FP2003 (option is grayed out)?

I would like to have a QT movie in an HTML page. FOr some reason when I go
to "Insert > Picture > Vdeo" it is grayed out.
 
Import the QT file into your images folder and then create a link to it on
your chosen page.
